Silver Eagle bullion saw another rise in mintage and demand in 1991, as the price of silver grew even lower that year. The average spot price of silver in 1991 was $4.05 an ounce, with dips that year as low as $3.61. Once again, speculators keeping to the "buy low, sell high" principle swarmed the market with demand, buying 7,191,066 specimens. The Silver Eagle had launched silver fever in the market. In discussing the history of silver prices at this point in history, it's wise to remember what big event preceded the launch of the Silver Eagle: the infamous "Silver Thursday" event on March 27th, 1980. This was when two Texas investors, brothers Nelson Bunker Hunt and William Herbert Hunt, had attempted to corner the market on silver and gotten the price jacked up to a record high of $48.70 an ounce before failing their attempted market takeover, resulting in a plunge in the silver market. By 1988, the brothers were brought to trial to answer for charges of conspiracy to rig the market. Silver investors were still recovering from this 1980 shock when the Silver Eagles series launched just a few years later. The event no doubt brought silver investments into the public eye, at the perfect time to create market demand. The silver market managed to recover and begin making gains shortly after 1991. But during this time, concerns over creating too volatile a market were probably what motivated the US Mint to begin limiting proof set strikes. As for 1991 bullion pieces, very few are available in MS70 condition. Proofs are a different story, but as far as bullion goes, collectors were obviously starting to take the concept very literally.
