A coin "struck at curved clip @ 4:00" refers to a minting error where the coin blank (planchet) was clipped, creating a curved, missing section on the edge of the coin. The "4:00" designation indicates the position of the clip relative to the clock-face orientation of the coin’s design. For example, if the obverse (front) of the coin is viewed upright, the curved clip would appear at the position corresponding to 4:00 on a clock.
