The set had been tampered with at some point.I have bought many mint sets over the years .I have never gotten a set that had worn circulated coins. The nickels and the dimes were switched out at some point .I know this because the steps on both nickels were worn down .they should be full steps on both .the dimes were the same way .they should have full bands on the reverse. They do not .I would be more then happy to take a o picture of the coins in the package to show you what I mean .im not mad I know these things happen the coin world but you might check with the people ypu get there mint sets from .I bought two sets of the 1971 and they were just fine the sets were nice .I am going to buy another 1968 mint set again and see if it happens again. Cross your fingers.😁
